Commercial Recreation Businesses

Commercial recreation is not a destination you travel to—but a vital layer of daily life, woven directly into the neighborhoods where we live, work, and connect.

  • Commercial Recreation includes theaters, bowling alleys, billiard parlors, ice/roller skating rinks, play centers, game arcades (video games, pinball, etc.), indoor sports practice and training (e.g., batting cages), indoor archery or shooting galleries.
  • Commercial Recreation does not include adult businesses, nor any establishment engaged in gambling or betting.
  • Larger sports and entertainment assembly uses that provide both indoor and outdoor spectator-oriented sports such as stadiums, arenas, and tournament facilities, as well as outdoor amusement (e.g. amusement parks, mini-golf) also do not fall under this category.

*Industrial District :  Only indoor sports training and practice, archery and shooting galleries in a standalone, single-tenant facility on parcels fronting along Bayshore Road or along East Second Street between Stone Road and Wanger Street.  

**Open Space:  Not permitted on lands outside the urban growth boundary as delineated on the general plan land use diagram, amended by approval of Measure K by a vote of the people, November 4, 2003.

***Conditionally Permitted means a commercial recreation business is allowed under a specific set of rules or requirements with a use permit.
