Fire Administration is home to Fire Chief Josh Chadwick, along with Division Chief Todd Matthews, Division Chief Mike Brown, and Division Chief Carl Littorno. The Division Chiefs share administrative and operational duties including emergency incident command and personnel supervision.

Fire Chief Josh Chadwick started his fire service career at the Benicia Fire Department in July of 1998. During his tenure with the Department, he worked his way up through the ranks serving as Paramedic Firefighter, Captain, Division Chief, Interim Fire Chief, and was promoted to Fire Chief in March, 2018.

Chief Chadwick has a Bachelor’s Degree in Fire Administration and a Master’s Degree in Emergency Services Management.

Division Chief Matthews began his fire service journey in 1987 as a Fire Explorer in the Boy Scouts with the Benicia Fire Department. He began his professional career in 1994 with CalFire as a seasonal Firefighter and was hired at the Benicia Fire Department in April of 1997. He worked his way up through the ranks of the Department serving as Paramedic Firefighter, Engineer, Captain, and was promoted to Division Chief in August of 2019.

Division Chief Littorno joined the Benicia Fire Department as a Firefighter/Paramedic in 2009. He promoted to Engineer in 2012 and Captain in 2018. Littorno was promoted to Division Chief in April of 2022.

Division Chief Bates began his career with the City of Benicia in 1994 as a lifeguard at James Lemos Swim Center. After graduating from Arizona State University, Bates joined the Benicia Fire Department as a Firefighter Paramedic in 2003. He promoted to Captain in 2019 before being promoted to Division Chief in 2024. Chief Bates has raised his family in Benicia and is a proud resident of our town.
