City-Owned Sites for Housing Development

The City’s adopted Housing Element identifies nine city-owned sites that will be developed for affordable and mixed-income housing. In early 2023, the City Council took action to rezone these sites to allow for housing development (Ordinance No. 23-3). The next step will be to proceed with the "disposition" process for the sites (i.e., sell, lease, or develop), a process that is governed by the requirements of the State Surplus Land Act (SLA).

FURTHER INFORMATION

Potential bidders were invited to submit questions by January 21, 2025.  No questions were received for the Scout Property RFP. Please see the below questions and answers pertaining to the Senior Center Site. 

Question: Is the City offering any funding for the Senior Center project? If so, what type of funding?

  • Answer: At this time, funds are not set aside for the project.  However, all proposals will be evaluated and the City will assess whether project support is needed and available. Additionally, the City will consider contributing the property at a reduced price for an affordable housing project.

Question: Does the City have a goal number of units for the site?

  • Answer: The proposed development must include a minimum of 21 units pursuant to the City’s Housing Element. All proposals meeting this minimum will be considered.

Question: Is Senior Housing preferred?

Question: Is Permanent Supportive Housing sought after by the City?

  • Answer: The City will consider all responses that meet the parameters of the RFP.

Question: Is the City only considering 100% affordable this round?

  • Answer: Yes. The City declared the Project Site as exempt surplus land pursuant to Government Code Section 54221(f)(1)(F) on October 29, 2024. Pursuant to this exemption, proposed developments must comply with stated affordability requirements, including:
    • 100% of units must be restricted to low- or moderate-income households, with at least 75% of the units restricted to lower-income households.
    • The maximum affordable sales price or rent level cannot be higher than 20% below the median market rents or sales prices for the neighborhood (zip code) in which the site is located.
