East 4th, E 5th, and E L Streets Streetscape Improvements Project
Scope
The Project location is in the East 5th Street Priority Development Area (PDA) (“Eastern Gateway”) and adjoins a city-owned designated housing opportunity site located at the northeast corner of East L Street and East Fourth Street (“Scout Property”). Infrastructure in this area was originally developed decades ago and, in some instances, is a barrier to new development. The sidewalks are not accessible; they are narrow, incomplete, and sometimes bisected by telephone poles.
The City was awarded a One Bay Area Grant (OBAG), Cycle 3 grant in the amount of $261,000 to provide an accessible pedestrian and bike-friendly zone within the PDA, which will align with implementation of the recently adopted mixed-use infill zoning for the site. The Project will contribute to improved transportation safety and promote multimodal transportation in the area. The Project consists of constructing 12-foot-wide sidewalks, angled and parallel street parking, pedestrian bulb-outs, curbs and gutters, and bike racks, as well as planting areas and striping of crosswalk/parking
