Important Notes and Policies
- Working Days. Working days exclude city holidays,
weekends or closures. See: https://www.ci.benicia.ca.us/cityholidays. Where a turnaround time is stated in "working days," it may span a longer period than when stated for "calendar days." For example, a 10-working day timeframe generally represents about 2 calendar weeks, depending on closures and the date the review period begins.
- Outside Entities. Applications for projects that
require outside approval (such as from the Health Department or BCDC) or
discretionary approval (such as from Planning or Development Engineering) will not
be accepted for subsequent permitting until these entities have completed their
review.
- Incomplete Applications. Applications that are
not accepted for intake, including receipt of fees, will expire after 30
calendar days from submittal.
- Revisions Required. Plan review may result in a
comment list necessitating resubmittal of plans.
- CEQA. Some Development Engineering and Planning
applications require review for compliance with the California Environmental Quality
Act (CEQA). This may include completion of required studies and notices. Where an Initial Study with Negative
Declaration (IS/ND) or Mitigated Negative Declaration (ISMND) or Environmental
Impact Report (EIR) is required, timelines for project review and public
hearing are variable and not reflected in the information on this page.
- Appeals. Actions taken on grading permits and
most planning applications are subject to a 10 working day appeal period per
the Benicia Municipal Code. No
construction permit will be issued during this timeframe.
