Express Permits
Express Permits and SolarApp+ Permits take the place of traditional “over the counter” permits. These permits are self-issuing through the web and do not require any in-person services nor turnaround time for permit intake, plan review or processing. Learn more at the Benicia Permit Center.
Permits Requiring Plan Review
Permits that don't qualify for Express or SolarApp+ will require plan review. Timelines are associated with the following stages:
- Intake: The period when the application is received and prepared for plan review. During this period, the City may request additional information and requires payment of application fees before moving to the next stage. Applications that are not complete within 30 calendar days will be rejected.
- Plan review: The time for various departments and divisions to complete review of the permit for code compliance. This occurs only after permit intake is completed.
- Permit Issuance: Occurs after the project plans have been reviewed and are determined to be compliant with applicable codes. This stage includes various steps to assess fees, apply stamps and conditions, and complete final documentation.
Typical timeframes
Timeframes represent typical turnaround times and may vary depending on staffing, workload variables, and review complexity:
- Intake: 7-10 working days (may be extended as needed to obtain required information and pay application fees)
- Typical plan review: 18 working days total (up to 10 working days for plan review; plus up to 8 working days for issuance of review letter)
- Larger plan review (e.g., new construction, commercial tenant improvement, high hazard occupancies): 28 working days total (up to 20 working days for plan review; plus up to 8 working days for issuance of review letter)
- Permit Issuance: Up to 5 working days
