Specialized Operations Division/Programs


  • BICYCLE PATROL PROGRAM:
    The bicycle patrol program allows officers to safely and effectively patrol certain area of the city and special events.

 

  • K9 PROGRAM:
    The Benicia Police Department currently maintains a canine (K9) program to augment the services the department provides to the community.

 

  • SWAT (Specialized Weapons and Tactics) TEAM:
    The Benicia Police Department partners with the Solano County Sheriff’s Department Regional SWAT team, consisting of sworn personnel from the Solano County Sheriff’s Department, Benicia Police Department, Dixon Police Department, Suisun City Police Department and Rio Vista Police Department who are specifically trained and equipped to work as a coordinated team to resolve critical incidents that are so hazardous, complex, or unusual that they may exceed the capabilities of first responders or investigative units. These incidents may include, but are not limited to, hostage taking, barricaded suspects, snipers, terrorist acts and other high-risk incidents.  The SWAT team also has specially trained Crisis Negotiators and Tactical Dispatchers assigned to the team.

 

  • CRISIS NEGOTIATION (CNT) TEAM:
    The Benicia Police Department partners with the Solano County Sheriff's Department Crisis Negotiation team, a multi-agency, specialized unit led by a Sheriff’s Sergeant and staffed by Sheriff’s Deputies, Correctional Officers and Police Officers from various agencies in Solano County. Crisis The CNT is responsible for conducting and managing on-scene negotiations during a crisis while working hand-in-hand with the Sheriff's Emergency Response Team personnel. CNT seeks to initiate a constructive dialog with individuals involved in suicidal, barricade, or hostage events using crisis intervention skills with the goal of affecting a non-violent resolution. CNT also responds to pre-planned events and high-risk warrant services. CNT provides operational intelligence to on-scene Tactical and Incident Commanders during critical incidents, as well as providing an intelligence assessment for planned events.

 

  • MOBILE FIELD FORCE:
    The Benicia Police Department has a 10 person Mobile Field Force team. This team is trained to respond to any special event, demonstration, or catastrophic natural or man-made disaster in which crowd control and management are required. Benicia Police Department is part of the Solano County Mobile Field Force Team. This team has been developed to provide an efficient method for dealing with large scale emergency situations.  In addition to the Benicia Police Department, the Mobile Field Force consists of law enforcement personnel from the Solano County Sheriffs Office, Fairfield Police Department, Vacaville Police Department, Vallejo Police Department, Rio Vista Police Department, Suisun City Police Department and Dixon Police Department
