Jefferson Ridge SB 35 Development Application

The “Jefferson Ridge” application proposes development of 121 residential units, a 2,000 square foot commercial building, associated parking spaces and open space/recreation on a 7.9 acre site in the Arsenal Historic District, located northeast of Park Road and Adams Street. Of the total units, 10% will be affordable to income-qualified households at a below market rate, consistent with the City’s Inclusionary Housing Ordinance. 

The application for Jefferson Ridge was submitted pursuant to Senate Bill 35 (SB 35), a state law intended to streamline residential development that meets established criteria. Applications that are eligible for streamlined review pursuant to SB 35, including compliance with adopted objective standards, shall be approved by the City without discretionary review and are not subject to environmental review pursuant to the California Environmental Quality Act (CEQA).
