Port of Benicia Modernization Plan
In October 2024, the City Council accepted a $750,000 Port Priority Allocation (PPA) grant from the Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG). The City Council approved a consultant agreement with GHD, Inc. to develop the Port of Benicia Facilities and Infrastructure Modernization Plan. This comprehensive effort is intended to create a forward-looking roadmap to guide strategic investments, improve operational efficiency, and position the Port to meet future economic, environmental, and infrastructure demands.
The Modernization Plan will evaluate existing conditions and identify opportunities to address aging pier infrastructure, enhance long-term resiliency, improve circulation and transportation constraints, and support sustainable economic growth. It will also establish a prioritized implementation strategy and funding approach to ensure that recommended improvements are feasible and actionable.
The key tasks associated with the development of the Modernization Plan are outlined below:
- Task 1: Infrastructure Assessment
- Task 2: Port Demand, Capacity, and Circulation/Transportation Analysis
- Task 3: Decarbonization and Resiliency Pathways
- Task 4: CIP and Yard Expansion Feasibility Analysis
- Task 5: Update and Modernize Industrial Design Guidelines
- Task 6: Environmental Review
- Task 7: Draft and Final Plan
- Task 8: Plan Activation and Funding Support
