Rose Estates

On March 12, 2024 the City of Benicia received a Development Application for Rose Estates, a proposed site development of the 527 acre “North Study Area” property for residential and commercial/industrial uses. The applicant, WCHB LLC, asserts that the Development Application is filed under provisions of the so called “Builders Remedy” (Government Code section 65589.5(d)(5) of the Housing Accountability Act). The project proposes 1,080 dwelling units (excluding State Density Bonus Law units) and approximately 250,000 square feet of nonresidential use. 

On April 10, 2024 the City issued correspondence to the applicant documenting that the project application is deemed incomplete and identifying the additional information that must be submitted.    The applicant submitted additional information on July 9, 2024. The City reviewed the additional information and issued a letter on August 6, 2024 determining that the application remains incomplete for processing. 

 A third submittal was received on November 4, 2024.  Following review of this information, the City issued a letter on December 3, 2024 determining that the application remains incomplete.
